no,beacuse punishment adds something unpleasant to the environment and weakens the behavior,as a reult.for example, children continue to misbehave even though they have been punish multiple times for their misbehavior.
At times it can be an effective way because if you tell a kid not to bully a peer and tell him the consequences which would be a punishment he wouldn't bully anyone.
